Yep. There's no heart or innovation, because there can't afford to be. You bet big on trends at the time, and by the time your 5+ year dev cycle ends those trends may be obsolete, and then you're boned because your budget needed to make 200+ million to be profitable.

This is ENTIRELY bungies fault. The agreement was that Sony would leave them to their own devices, and then step in if necessary. Bungie abandoned the game, leaving a skeleton crew for development while they moved everyone else to various projects.
They ignored community requests to improve the game for years. This is 1000% bungies fault.
