You can run the newest open world games easily at 4K 60fps on PC, if you tweak the settings. If you only want Ultra then you're in an expensive spot.

No, they didn't. On average people seems to have rated it 7/10, which at least in my book is good. 8 is great and 9 is fantastic. I agree that it's a good game, but not great or fantastic.
Too low? I wouldn't consider 7/10 to be low. I don't know about you, but in my scores 7/10 is good, 8/10 is great and 9/10 is fantastic. To me the game isn't great or fantastic, but is good, so I don't see problems with it.
Rylo-Ken, I'm referring to the average reviews, not just to the particularly bad ones or the exceptionally good ones. On average it received good reviews. GameSpot is one site, and the GameSpot Days Gone reviewer is one person. You need to pay attention to more than just one person.
