It did. It originally took about 45sec - a minute. After install, It was more like 15-25 seconds.
I tried playing it on 360 when I first got it. Since it has to load every time you die, it was taking forever. I had to quit and install after about an hour of playing.

Doubtful. A large number of mods are owned by someone. Look at Quake III for example. You can find anything from a Simpsons mod to a Dragon Ball Z mod. I don't believe anything happened from those mods. No one cares unless they're trying to make money off of it.

You must never have played Fallout: New Vegas. Now, that was unplayably buggy. I haven't had any bug problems with this. Maybe the Xbox version is less buggy?
