I don't think they ever promised that you'd see a huge fluctuation in power based on level.
I agree that you should feel more powerful if you've put the time into your character, but I don't think they lied. That implies they told you something that wasn't true. They said they'd allow levels to matter, they didn't say by how much.

Slow your roll, sparky, you bought and received the game you paid for. You didn't buy it because you'd be able to upgrade it in the future for free. If you don't think the upgrade it worth it, don't buy it. They owe you nothing.

And oversaturation is the perfect way to make that happen.
Because for many people trying a game means they have to purchase or rent it, which means they have to spend money. Not everyone can drop $60 every time they want to try a game out, or however much it is to rent it. And you can't rent PC games (at least not legally).

Saying PC looks the worst is like saying it looks better on PS3 over PS4. The lighting alone makes it a better looking game on PC, not to mention ultra textures (as minor of an improvement as they are).
