UK government is going to pass the amended law in the next 6 months. In the mean time, retailers have agreed to stick to the code on a voluntary basis.
So, whilst it may not be illegal to sell an 18 cert game to a minor - most retailers won't do it on principle.

That my dear is a matter of opinion.
There are LOTS of people out there who don't have a PC and don't intend on buying one. In their minds, the console version will be just as beautiful and is certainly up there with the best looking games on both PS3 and 360.
Yeah sure, the PC version will 'look' better - what matters though is that console owners get a good gameplay experience.
My PC is good enough to run RAGE (I would hope!) but I don't play games on ...

I'm totally prepared to say I'm wrong. It's only when I looked up the terms on Wikipedia I noted that. Hertz and FPS *do* seem to mean the same thing these days.

Hertz are not the same as FPS - Hertz is a way of describing the refresh rate of a Progressive Scan display, not how many FPS can be displayed on it.
Example : PC monitors and TFT's frequently run at rates higher than 60Hz, new displays even go up to 120Hz - this does NOT mean content is displayed at that framerate. You can have a 60htz monitor and still have games running on it at 30fps.
