Since when is the city the main component of a GTA game? It's always been about the culture, AMERICAN culture, and none of those cities would work, because americans just wouldn't understand it. I mean, do you people know famous japanese actors, films, tv shows? You don't know a thing about asian culture, let alone pop-culture, and now imagine a whole game based around that.
