Obsidian is already completely busy with Grounded (which did very well and likely may even get a sequel at some point), Avowed, The Outer Worlds 2, and whatever Sawyer is cooking up next (maybe Pillars 3?). This about a Fallout game by Obsidian is currently just a fantasy from the fans.

Did you even look at the size of those worlds? Bethesda games are the most complex simulated worlds in gaming, and this is by far superior to their previous projects. That's why their games are always 30 FPS. The hardware doesn't really factor in. It's still a console with a mediocre CPU, so of course it has to run at 30 FPS. The only other option was to massively scale back the simulation, but that's not what they want to do.

Doesn't matter if you have ten thousand years. A game running at X frames per second depends on how it was constructed. All Bethesda games ever ran at 30 FPS on consoles.
