I think the writer is referring to game devs in general. If you read the article you will notice that he also mentions the Phil Fish fiasco.

The only convincing thing about it is that the logo seems to follow that of the windows 8 look. This doesn't mean that it's real though, the person who designed it could have had that in mind.
