The developers were expecting around the 500K-1m mark. Heavy Rain ended up selling around the 1.5M mark instead, which is of course, higher then the expected sale figures from the developer.
I don't know where you got this "I head from the developer" as proof of this is easily found on the internet. Or even on this very site for that matter.
