Why have a rating system that only goes to 5 if yer gonna do .1 differences? Makes no sense! >.<

Because of little things. Say a game is a perfect 5/5, the most awesome game the world has ever witnessed, but it has mediocre dialogue. This is something I would deduct it from to utilize the .1 rating system. Giving it a straight .0 number makes me thing that you rushed the score and did not actually think about it.
