Obsidian creative director Chris Avellone alleviates some fears, as he confirms the three upcoming Fallout: New Vegas DLCs will not feature the gear-stripping scenario of Dead Money, and several of the DLC take place inside the open world. For Old World Blues, it will even be easy to go back and forth between the DLC and the rest of the game.
The Fallout Anthology Edition is coming to PC very soon, and is packaged with some very S.P.E.C.I.A.L. bonuses.

So basically not only will equiptment not be removed from you but the DLC is also going to try mimic a bit of Point Lookout in terms of exploration. More open world environments.
