Resistance 3 : a maximum of 16 players online?

If the Playstation wesbiste is to be trusted, Resistance 3 will support a maximum of 16 players online. It would be a major change in the series from the 40 players support of the first one and the 60 players support of the sequel. Is Insomniac Games cooking an all-new multiplayer experience?
