Resolution's Greg Giddens writes: The city building MMO returns with a different developer and having scrapped the MMO aspect, but can the improvements and changes entice players to go it alone? Well yes, Cities XL 2011 builds on the successes of the original and forms a better game, but the improvements don’t change much at its core.
Cities XL 2012 allows players to become real urban planners, balancing economic & energy developments of their cities while managing transportation, housing, social services and recreational activities.

In short, it's a mediocre game. As before, this is one that only the most dedicated of fans will want to buy, and even then you should wait until it goes on sale. You're better off picking up Sim City 4 Deluxe for half the price and a quarter of the system requirements.
