It's 10 years too late for a BioShock film. The world of Rapture would have been perfect for a film. It's actually a good candidate for proper utilization of 3D, for increased depth rather than bullshit popping out of the screen. It could really show off the underwater city that way. But BioShock as a brand is so irrelevant these days that a film just doesn't make sense. Especially considering it would need a big budget and top notch effects to really take advantage of the IP.
Netflix greenlights anything, so that shows me very little faith in the project. Enough to just crap something out as they're, more and more, known to do.

Its a shame for BioShock 2 though, even though its still one of the best, its been overshadowed by the likes of Mass Effect 2 and Heavy Rain...

Heavy Rain no competition bioshock 2 doesnt even come close. I have never played such a intense and emotional game as Heavy Rain. Sony better lock up QD's next game cause i cant wait.
I have not opened up Bioshock 2 nor have I finished the first, but Heavy Rain is definitely an experience where you will either love or hate it. I am enjoying my time with it so far and I propose if you have the opportunity to rent it please do. I am a FPS man, but this game really has me engrossed in it. Have not felt this way since MGS4.
Both Bioshock 2 and Heavy Rain are rated 88%, although I would give it to Bioshock 2 since that's more of a real game than Heavy Rain.
