Really? I found that this and Patch 3 Mod Fixer do the same thing, and are required for mods to work in the game.
When doing research on the mods, almost all of the authors recommended using one of these two, usually the first one.

I've got quite a few mods and haven't had to add anything else for them to work. Saying you won't be able to do mods without this just isn't true.
