That's Nintendo's MO; take the least risks and maximize profit. They are too cheap to hire voice actors. I thought BotW would have full voice acting, but it was only in sections smh.

It’s not uncommon with JRPGs, although now you’re seeing it be a feature like in Crisis Core Reunion. However, Yakuza has a mix of voice acting and just text.
