GTA San Andreas Stories Box Art!?

A leaked image of the San Andreas Stories box art has been submitted by an anonymous reader. It appears Rockstar have not announced the follow up of Vice City Stories yet, and are not even developing it, but is this a cover up?

The box art looks rather realistic, with the usual characters, which have appeared on all previous covers.
