It all depends on your luck lol watch a guy on YouTube drop 4 thousand dollars in a video trying to get dulic still didn't get him. Then he try again in another video dropping damn near 10 thousand for dulic and barely got him and make even worst we have new characters on the way.
Yeah, it's very luck-based but honestly seems that while Genshin does some things wrong, the percentages particularly, it's sort of making up for it with that seems like a very well developed game.

With a drop rate of 0.7% for a 5 star, $50 will net you almost nothing worthwhile if luck isn’t on your side. It’s all luck. You need 90 rolls to guarantee a 5 star and even then it could be a 5 star character your not after or even worse...a weapon.
