No, It really didn't. If fact, at the time it helped push a lot of new tech in the dev tools scene. Shadow of the tomb raider however, took some serious steps backwards. Perhaps if you were talking about Shadow, what you are saying would make some sort of sense.
Shadow, while certainly not a leap forward from Rise, has far less shooting/combat and way more exploration compared to Rise.
