It’s easy enough to say that, but why? It feels weird to me when developers say this but common sense would tell you everything about the idea itself should work.
The idea of the concept seems like a winner at whichever angle you look at it so why would publishers not greenlight it?

what this is telling us, is that it comes down to the game and the devs optimization.

But seriously, we definitely need good A.I. or just interesting A.I. where NPC's have certain routines in a created world, but can bend and do things we wouldn't expect. And don't necessarily play like a human opponent.
Like an RPG. Companion characters jump in to help you fight an enemy, switches their own weapons or magic with what they think is best, change their own clothes or ask you for items they might need. Have their own skill trees to improve fighting abilities but it's different every time you play. They may pick a different skill than last time. Suggest alternate paths to a destination, randomly say they need to leave to go buy something at the shop or see their wives or kids and tell you they will meet up with you later. And while you heading out of the town to a mission, they call out your name down the trail and say "wait up." Or, " you weren't going to go kill that dragon alone were you?" "Your wife would kill me if I didn't save your hide like I always do." Which leads to small back and forth banter about things or laughing. Basically, beyond Skyrim type design.
Enemies regroup, may even run away leaving the missing open. Or stalk you by hiding amongst the trees or fly overhead(like the same dragon) until they see you're at your weakest if you didn't heal and they attack. Or their relative is chasing you for vengeance which gives you choices of wether killing them or not by taking it out.
This besides aging of characters, buildings and environment foliage. More interaction with objects, more areas like buildings to walk in and out of. And damage to environments that aren't game breaking but stay until trees grow back or buildings rebuilt.
Don't care for bigger world's. I care for better, denser worlds for next gen.
