I don't think it's a mystery: make more of the "retro"-styled Sonic games (like Sonic Mania) while figuring out how to modernize the franchise. Plenty of platformers have managed to pull it off, many with a budget the fraction the size of the Sonic Team. And yet, for some inexplicable reason SEGA continues to throw money at a team that fails over and over again.

Well, he has been on life support for a long time. They should either make Sonic Mania the new direction for the series, or just take him out back. He hasn't been relevant since maybe Sonic Adventure, but his prime was in the Genesis days. There are Sega IPs that people want to see make a comeback but haven't since they keep sinking change into pointless 3D Sonic games. It's good that Sega wants to keep the mascot alive as a throwback to the past, but I think it's time to pull the plug and focus on the present.
The issue isn’t “can Sonic be saved” The issue is “can Sonic keep from being in need to be saved” We’ve had plenty of quality Sonic titles over the years, yet for some reason the series has a habit of hitting a slump every so often. That really needs to end
Two sets of games within a cycle A Sonic franchise like Sonic Mania...old school designs and gameplay A Sonic franchise which continues the Sonic Adventure series...add RPG elements and the like
