If it was a port they'd have said that like they have every time they've announced a port. They announced "Super Smash Bros.", which is a working title. They did the same for Kirby and Yoshi. It's clearly a new game.
Has to be a new game, which is why they decided to make the name a working title, and also even update the site for the game to have it's own section. People say it may be a port because it's less dev time than the other games, but with new technology, and help from Namco Bandai, it makes sense that Sakura and the team could've gotten things done a lot faster.
