A strategy driven game set in a city plagued by a totalitarian regime. You play as Carl, a landlord who must decide how best to run his apartment complex in accordance to the laws of the state. Talk to your tenants, spy on them and sneak into their apartments to try and keep the magistrate happy and law breakers out.
