No. Every game is an uphill task, it’s a game of chance unless you are an established franchise. It’s hit or miss, not every 2d platformer is going to be as successful as cuphead. RE7 did fantastic this year. Many Japanese games hit the million mark this year and that’s awesome. They had a decent budget and saw a return. EA would laugh at a million sales but they are also ignorant with their money. They are definitely run by spreadsheets and not creators.
Horror doesn’t need a big GTA budget. There was absolutely no reason to spend 60 million dollars on the creation of dead space 2. Dead space 1 was much better and probably didn’t have half of that. It had a return on its investment as a result. The horror genre is the one of the few surviving at the box office these days so there is a market. A good horror can sell and it should be made if creators want to make horror games as horror fans themselves. There needs to be discipline in the market size though. If you expect a million in sales then don’t waste 60 million dollars making it.
My most anticipated horror game is another condemned. The original creator owns the IP and he’s looking for an indie studio to make a sequel. I’m fine with the modest budget approach.
