PS1 era was full of great RPGs, PS2 was racing generation i would pick top 200 and even that would be just a fraction.
No, dont be silly. Q3 and Q4 are still going to be flooded with games by most big publishers and it will always be the busiest time of the year. This is just Sony spreading games out through out the whole year, not just the Holidays. They do it every year. But dont let it fool you, Christmas and Black Friday are still the big spend times.

We can go all the way back to last generation and see publishers delaying their games out of the holiday rush to early-ish in the next year. It's just that with what just happened, we saw a single platform release a handful of exclusive games that all rated very high. That's not something we're used to seeing in such a short span or at this time of year. It's not going to affect the Call of Duties or Assassin's Creeds or Forzas releasing ad nauseum at the end of the calendar though.
