UN Squadron, Stunt Race FX, Top Gear 2, Nigel Mansell F1, Rock 'n' Roll Racing, Adam's Family, Super Probotector. Top 3 for me, Mario Kart, Legend of the Mystical Ninja and Mario World. It kills me that the Mega Drive and Super Nintendo generation has gone. Going from a Commodore 64 to a Mega Drive and Super Nintendo, the much higher costs of games, I couldn't play them all.

We don't know the specs of the neo yet, all we have heard is rumors. Lets hope both consoles are as powerful. But if we were to decide based on rumors, the scorpio will most likely have the best overall experience
One with the best software
Good question.
Now assuming that all rumors are true.
Project Scorpio should be the most powerful system and offer the best experience with multiplats. So if someone wants the best visuals and framerate that system will be their number one choice.
However when it comes to software that's debatable. I could easily claim that NEO will have the best software because of developers like NaughtDog but somebody can easily counter that by saying that they don't like NaughtDog games. What's evident is that PlayStation will be the only place to play Sony first party games while Microsoft will produce games for Xbox and Windows. That could influence the decision of somebody looking to buy the systems.
My recommendation is to just wait and see what the final specs and price will be. Then after seeing the software lineup decide which one will be the best purchase. That's what I did with the X1 and PS4 and I'll do the same with PS4 and NEO.
Neo will be better. It don't mater which is powerful. It mostly matters which have the better games and to me that's Neo.
Since no one knows all the specs of either console.... ya know....
