Because why use the picture of an outfit that isn't in the game? After playing fatal frames first chapter I'd say yeah it's pretty creepy but everything else sucks including the camera controls and I've seen snails move faster than the character.
So no not very fun.

Again; it's just a costume, and it's just a picture.
Besides, the Zelda and ZSS costumes are also pretty nice looking.

The movement speed in a horror game like this is supposed to be slow, and the rest, including how fun it is, is a matter of opinion from person to person, but most people don't think that "everything else sucks".

Honestly I can understand why they would get rid of it, as it really is unnecessary fanservice, but it is M-rated for a reason. Still it seems like it was a pointless inclusion in the first place.
