It's only for Europe if you read the comments. The NA release is still planned for the 28th.

I have it on Vita as well but stopped playing. Thought I would jump back in/replay it with the PS4 release though.

No need to worry. Bandai has confirmed from their Twitter it is only Europe getting delayed.
