Is there any way to KEEP the masks from heists or to earn them forever to use outside of heists.

Not sure...that's a good question. I would guess that by the end of ALL of the heists you can probably unlock them and/or unlock them via your experience level. My evidence is that the monkey mask and a handful of other ones are included in the options, so they must all be unlockable.
