Xbox Division Boss Phil Spencer has replied to the recent allegations that Microsoft deliberately pressurize video-game developers to main parity on PC with games as compared to Xbox One version.

I really hope this isn't a windows based device even though coming from MS that's highly unlikely. SteamDeck is much much easier to use and offers a much better user experience than any other handheld device because it's all based on steam app. The Xbox handheld should be based on that because a Windows device with a 7-8 inch screen makes it's difficult to navigate

I dont trust Microsoft to build an OS for this looking at the Windows phone so I think this will be just Windows with a Steam like Big Picture mode locked in the UI to launch games.

He did but in the follow up sentence he talked about charging pricing because they are a business so who knows maybe the next gen box has a fee to use their emulator service I imagine wine ports to a PC architecture

the thing is...they can't really "force" parity on the PC because video card makers generally have various tweaks to improve the game play as well as there are constantly new driver updates that improve stability and make enhancements as well.
Unless the devs completely lock out any form of changes from the games code which would also put a damper on those who create mods.
I think it is lame that the console manufacturers would consider 'forcing' parity on the PC. PC gamers with higher specs than consoles should have access to the best experience possible.
I don't understand much about game development but aren't games normally written on a PC then ported to PS4 and XB1? Therefore shouldn't there be 3 versions of the same game and from that how does the console versions affect the PC version in any way? Is this where the 'gimping' is done by the developer downgrading the PC version so it doesn't look too good?
