This is trolling at its finest and not in a bad sense either. See, the developers installed this text-to-speech tool to help the alpha testers communicate until they got the VOIP functioning. Whatever you type into the chat bar, gets read aloud by a computer-like voice. The alpha testers enjoyed it so much that the developers decided to keep it.
