While the Xbox One comes bundled with a second-generation Kinect camera to offer cameras a range of voice and motion system control and gaming options, the PS4 compatible PlayStation Camera is an option extra which Sony itself is not convinced will grab gamers’ attentions.

Why not make it a must have? It doesn't have to be bundled with no other option, but if you actually do some stuff with it then it could be a "must have" or a "hot" item.
The PS Move wasn't a must have because Sony never did anything with it.
I don't see why they can't make some real dev teams to make some good software for people that like the motion/camera type stuff.

You don't need the camera, because that's not where the power is at! It's in the console.
Sony realizes that they can get more bee's with honey, than with vinegar! Choice has its benefits.
