In a time of debauchery and oppression, where the streets owners abandon their command before dawn, Lone Star, or what is today the police, attempt to solve crimes as long as there is a deposit of money in the state bank. Corruption is no longer simply commonplace, those who are not corrupt are a threat, and threats are hunted. People fear anything that cannot control, that is why there is concern in the HQ. There's a murderer running around and none answers for him. Neither the mafia, neither the government of Seattle, nor the local gangs, the Runners. Nobody. The head has a long list of names crossed in his notebook and most are policemen. Perhaps that's why the rookie got the job.
