The government needs a taskforce with serious fundung that can opporate across borders to go after cyber criminals.
It is getting out of hand and it is the regular citizens of the world that suffer the consequences of these hacks and breaches.
My fear is that if left unchecked, state sponsored hackers from corrupt or governents under sections may use this as a method of raising revenue at the expense of everyone else.

I had that problem once. All I did was open "task manager" and ended/closed all "steam" related apps/trees. Restarted the pc and voila. Problem solved.
This guy's particular process, while I'll bet it does work, seems like a pain in the ass in comparison.
It is a bit of a pain, but it was stuck in the Registry and could not be fixed by any other means. Entering Safe mode was the only way to reset the registry to fix the jammed offline mode. If I didn't enter Safe mode the Registry would reset. I even Uninstalled and completely removed Steam from my computer but that still did not work.
The process in the article was the only way I got mine working again. :/
