Yesterday, the drop-rates of legendary items in the game’s newly added Ultimate Vault Hunter Mode was severely lowered. Gearbox Software’s community manager responded earlier today that the loot tables are currently being worked on but this code wasn’t meant to go live yet. As such, the lowered drop-rates has since been removed from the game. Gearbox's official statement follows. "We’re always looking at balance tweaks on our internal server. Unfortunately a test string went live before it was ready and has since been pulled down."
This seems to imply while the code that lowered the change of finding legendary gear from Loot Midgets inside “Borderlands 2” might have been an accident for now, it seems that the developer is currently testing and looking at a permanent lowered change to find decent gear.

Gearbox has a lot of problems, but one thing they’ve consistently done right is showing appreciation for their fans. Immortalizing Michael Mamaril in the second game was genuinely cool and so is this.

I think I might be done now. Just silly decisions. And now with one of the bigger problems people spoke out about, they go the complete opposite direction. lol don't even know what to think. This isn't even a competitive game. Its coop.
The original game's loot gave me much more of a sense of reward. I could get online and invite a couple friends to my game and we knew that by the time we were done playing for the day we would have found at least one weapon/shield superior to the one which we were using when we started. That kept us going back to Borderlands long after the final DLC was released.
In Borderlands 2, we went days without finding an item that was substantially better than one we currently had equipped. I put the game in and play off and on for about a week each time new content is released, but I'm the only one in my group of friends that has played the game since the first DLC was released.
For someone who only plays single player this is annoying considering I have only 1 orange shield and 1 orange weapon. Both are pretty crappy too...
