To obtain the Dead Island 2 Brock’s Safe Keys, you’ll need to take down the named zombie GOAT Pen Brock in the gym room of the GOAT Pen mansion on the southern portion of Alpine Drive in Bel Air. GOAT Pen Brock only appears after returning to Bel-Air when it is nighttime.
To get to the mansion, enter through the main door, walk straight outside to the pool, take a right, and turn left into the gym room where GOAT Pen Brock will be waiting.

Brock’s safe in Dead Island 2 is located inside Brock’s bedroom in the GOAT Pen mansion on Alpine Drive in Bel Air, next to his bed in Dead Island 2. To access it, head up to the mansion’s second floor via the central staircase, take a left, and enter the first bedroom on the left.
The safe is built into the wall to the left of the bed. Upon looting the safe, you’ll be rewarded with a high-tier weapon.
