Killzone: Thin Line Between Good & Evil

Many Killzone fans are divided between who are the "good and evil guys" within the Killzone universe. Helghast dictator Scolar Visari makes mention of the ISA oppressing and shunning his people. Which leaves the question to be asked, was the Helghast attack on Vekta justified?
To add to the on going riddle, Guerrilla Community Team member EON mentions,
"Let’s just say that Visari’s speech in the intro of Killzone would have been meaningless if it hadn’t been based on fact – at least fact as the Helghast interpret it."
