Destiny Expansion locking out non-DLC users from collecting engrams

After The Dark Below expansion caused some issues with players being unable to launch the game from the dashboard after downloading the update, now the latest expansion for Destiny is rumored to lock out player's from weekly strikes who don't own the expansion. Users on Reddit are reporting that those who don't own the Dark Below expansion are are unable to collect engrams in strikes.
