They did this if you wanted more Wii controllers too. The "nun chuck" was sold seperately from the "tv-remote" controller and you had to pay extra for it.

If the achitecture is similar to the PC, what makes you think that the more powerful PC platform won't get the better versions, exactly?
Similar hardware means more streamlined and optimised porting. Basically, the newer consoles hold back the PC less so than before.
I think a lot of people thought it was using the game engine. Just because it has flashy camera angles and things you wouldn't find in a game, doesn't mean it isn't rendered using the engine.
Either way I'm sure the next-gen MK will look great.
Xbox1, Ps4. Doesn't matter. The PC version will be the best, once again, despite being held back by consoles.
