I'm going to be honest with this and not being a fanboy here, but I'm surprised that a third party like Capcom would be willingly make an exclusive game for Xbox, despite the install base of the PS4.

Altus decided when to release the game not Sony. Persona is not a Sony property. I will guess that Sony informed Atlus that they Horizon on Feb, so they distant themselves for at least two weeks.

I think a lot of us aren't that surprise. If Sony would release Horizon this year, they would have two huge exclusives releasing this year including Gran Turismo Sports. And to add to that, Sony has a good chunk of third party supports.
