If a new console came out, Microsoft would market towards the hardcore. Rental systems will only give you the first disc. This system allows rentals to experience the entire package. It does however beg the questions as to why disc 2 was even printed if everybody could simply download it. The likely answer is the offline players expect a full game in the package and anything less could spark backlash and additionally it may have simply been more beneficial than to expect 1,000,000 players to download 3GB ~ 3EB, a large portion simultaneously at launch.
