I gotta agree, the wording sounds exactly like you described - half a game with regular updates for the full price. If this was any company other than Valve I would not trust them. However, they have a stellar track record for releasing free/new content for "finished" games. So for now I will put down the pitchfork and torch.
But it is not much of a stretch to see them ending up like every other dev out there.
I think this is just hint that there is no Episode 3. There is Half-Life 3.

I have to agree with building your game around consumers. Games like Counter-strike Source have been around forever and show no signs of dieing down at all.
