Just about every year in the 7th generation was great and something we most likely won't experience again.
2009 for example had Assassin's Creed 2, Batman: Arkham Asylum, Dragon Age: Origins, Uncharted 2, Halo 3: ODST, Killzone 2, Borderlands, Bayonetta, and Demon's Souls to name a few.

looking at the original games, it doesnt look like 2K is going down that path...everything seems to be influenced by FPS sales, and seeing how it is going to be on the 360, an fps heavy crowd imo, i think that it will do well...plus having the PC crowd, a lot of mods will be created for the game, so something similar to what the OP is talking about could actually be accomplished if someone is willing enough to put the time and effort and needed
