Are budgets for video games too big?

"The bigger developers talk about games costing tens of millions of dollars; it seems patently obvious to me that they don't need to cost that much, unless, as with a big film budget, you're paying certain key individuals enormous amounts of money… There's something slightly strange going on."

Is return of investment too much for games?
I don't see the creators of Metal Gear, Final Fantasy or Halo complaining. This is only a problem when the game sucks and no one buys it. Why would a company have a problem spending 50 million on a game when they make 300 Million? Maybe they should stop making bad games. Game relativity rule, “If the game is good; they will great profit.”
