This company is massive one of two in the water cool space so if it goes poof then thousands out there have no spare parts or half built computers.

Ramirez from Skies of Arcadia is one of my favorite villians of all time. Maybe its just that I've been played it again recently, but rarely is a villian more than someone who opposes good. Ramirez seeks to unite the world under a powerful ruler to end wars. In that way, I suppose if you consider Shadow Sonic's villian, he ranks right up for me to, since he's not a bad guy, but is mislead.
I liked Sigma more than Wiley for Mega Man, but Wiley obviously laid more groundwork for evil doctors in future games. I feel Sigma was a more origional boss, though. If Mega Man didn't do the doctor boss, someone else would have. I'm not aware of any other game that makes the boss a computer virus, though.
Good list. It at least hits most of the major villians, even if you don't agree with order. I think a few are left out, but it certainly hits most of the high points.
