This company is massive one of two in the water cool space so if it goes poof then thousands out there have no spare parts or half built computers.

I think that "risks of passive smoking" is a good reason, even it can be a bit strange at first glance.
Don't agree with it, personally. Sounds like a too convenient excuse to deprive some customers of their rights.
At the very least there had better be some refunds if they refuse to fix the stuff you paid to have fixed.
