I saw a youtube video where they claimed it was in development since GTAV(and that it's taking too long)and i screamed at my TV that they made RDR2 after! Do they think RDR2 was some small game that didn't require most of the studios attention?!

1) GTA5 released in 2013, started production for GTA6 in 2018.

2) production time only gets longer due to increasing sophistication

Because the gaming community didn't want it to release this year. It was only delayed because of the massive amounts of pressure they were under to do so. It's been happening for years.

Rockstar told 50% are cutscenes and rockstars always used better models during cutscenes than in game.

You're either lying or just don't know what pre rendered means. Pre rendered means that if you change the character's appearance (clothes, accessories etc) they wouldn't show up in the cutscenes because they were already made and aren't being rendered in real time. This is something that doesn't happen in Rockstar games.

In fact some of the scenes in RDR2 looked better in the retail version than at launched.
