Standard tier is going to end up like "Games with Mold" as they make it such low value that it's Ultimate or nothing. The value proposition of gamepass outside of of the day one is very low and the value of the "other games" has decreased significantly over the past few years.
And even Ultimate seems like a bad deal, if Microsoft adds 3 games a year at $20 a month you're paying $80 per game even if you don't want the game.

so if you wanted the starfield dlc but didn't buy it initially, you either upgrade and buy the dlc,, buy both, or buy whatever bundle they make for it
Microsoft doesn’t want its subscribers to spend less than $20/month. Classic marketing. Make one good expensive option that customers really want and a lot of less expense options they don’t. (This is how Canle TV works.) But never forget the customer always has the option of opting out completely.
You need Ultimate now otherwise most games will come a year later to Game Pass Standard no more day one games.
