They talk multiple times about finding an alternate solution, but it’s literally the final boss that forces their hands and says it’s too late and refuses to find those solutions. WoL is backed into a corner at that point. Definitely not the villain and the fact that existing lives are at risk definitely makes Sphene more of the Emet Selch counter part in this story as opposed to WoL who’s still as justified in this dilemma.
