Final Fight: Streetwise launched back in 2006 as an attempt to bring the series into a more modern era. It failed, but did it deserve to?

Capcom already answered it. She/he is both and neither. They have created a paradox and don't want to offend anyone so they officially said he/she will never be revealed as either.

Urban Reign was clearly better, combat feel was more fun and had Tekken character unlocks. And the arena battles in multiplayer or against AI was hella fun.
